Project Background

The Department of Education’s (ED’s) Office of the Chief Information Officer (OCIO) provides advice to and assists the Secretary and other senior Departmental leaders in acquiring information technology (IT) and managing information resources. The OCIO does this by establishing and applying industry best practices for the acquisition, development, sustainment and lifecycle management of information technology and services in accordance with applicable federal laws regulations and / or policy, including the Clinger Cohen Act, the Government Paperwork Reduction Act, Federal Information Technology Acquisition Reform Act (FITARA) and the Federal Information Security Management Act (FISMA) Office of Management and Budget (OMB) Circulars, e.g. A-130, and A-11 for the management of an IT Portfolio of approximately 150 IT investments valued at over $700M. The agency's Chief Information Officer (CIO) is charged with establishing and maintaining a process to regularly engage with program managers and applicable stakeholders to evaluate IT resources supporting the agency’s strategic objectives to ensure legacy and on-going IT investments are appropriately delivering customer value and meeting the business objectives of programs. This includes providing subject matter expert advice and guidance to program managers via an Enterprise Program Management Office to help mitigate business and technical risks, and solve complex solutions to project management problems; developing, publishing and ensuring the currency of comprehensive guidance (the Enterprise Program Management Review (EPMR) framework) to aid program managers and governance forums in the routine evaluation and stage-gate management of projects navigating the EPMR process; and overseeing compliance with aforementioned laws, regulations and policies, such as those governing IT management practices, e.g. costs, information security and privacy risks.

Primary Responsibilities
  • The ServiceNow Architect (SME) provides breadth of ServiceNow knowledge and ability to recommend long term solutions based on ServiceNow offerings. Provides expert-level ServiceNow design and implementation support and assists with ServiceNow platform governance to advance ServiceNow capabilities and enable optimal configuration of the ServiceNow platform, including ServiceNow extensions, to support Dept of Ed’s enterprise IT portfolio, program, and project management needs.
  • Draws upon ServiceNow best practices and lessons learned from comparable ServiceNow engagements across both the Federal Government and commercial implementations. Engages with stakeholders to vet potential ServiceNow improvements.

Some high-level duties include:

  • Strong understanding of ServiceNow Strategic Portfolio Management modules including, but not limited to Portfolio Management, Program Management, Demand Management, Innovation Management and Project Management.
  • Customize ServiceNow out-of-the-box applications and facilitate rollout of new applications and modules and configure Application UI and Configure Workflow.
  • Collaborate effectively with other ServiceNow administrators to develop solutions and handle general updates and configuration changes/requests.
  • Data integration experience with external systems using API, SOAP or RESTful services.
  • Identify system deficiencies and recommend solutions.
  • Maintenance and continuous improvement of the processes, standards, policies, working methods, and tools.
  • Knowledge of Continuous Integration/ Continuous Development (CI/CD).
  • Ensure appropriate tools and processes are in place to have a development/production environment that is reliable and reproducible.
  • Ensure tool configuration consistency across development, stage, testing, sandbox, and production environments.
  • Ability to estimate work effort requirements efficiently and appropriately.
Required Skills
  • Working knowledge in implementation of ServiceNow Strategic Portfolio Management modules, formerly known as IT Business Management (ITBM).
Experience/Qualifications
  • BS in Computer Science or related field with 10 years of related experience
  • 5+ years of experience with ServiceNow Implementation and/or Development
  • 3+ years’ experience in Agile delivery methodologies
  • 10+ years of relevant consulting/industry IT experience in a technical field

Education
  • Position requires BS/BA degree in a Computer Science or STEM discipline with 8-10 years of experience in computer programming languages and related work experience.
  • ServiceNow Certified Implementation Specialist Preferred
