Project Background

The Department of Education’s (ED’s) Office of the Chief Information Officer (OCIO) provides advice to and assists the Secretary and other senior Departmental leaders in acquiring information technology (IT) and managing information resources. The OCIO does this by establishing and applying industry best practices for the acquisition, development, sustainment and lifecycle management of information technology and services in accordance with applicable federal laws regulations and / or policy, including the Clinger Cohen Act, the Government Paperwork Reduction Act, Federal Information Technology Acquisition Reform Act (FITARA) and the Federal Information Security Management Act (FISMA) Office of Management and Budget (OMB) Circulars, e.g. A-130, and A-11 for the management of an IT Portfolio of approximately 150 IT investments valued at over $700M. The agency's Chief Information Officer (CIO) is charged with establishing and maintaining a process to regularly engage with program managers and applicable stakeholders to evaluate IT resources supporting the agency’s strategic objectives to ensure legacy and on-going IT investments are appropriately delivering customer value and meeting the business objectives of programs. This includes providing subject matter expert advice and guidance to Program Offices to help build scalable, flexible and resilient architectures that address customer business problems and accelerate the adoption of modern technologies deployed via a shared-services model.

Responsibilities

PRIMARY RESPONSIBILITIES:

  • Design and implement AI solutions using Microsoft Azure, ensuring they meet federal requirements such as 508 compliance, privacy protection, and Authority to Operate (ATO).
  • Provide expert guidance on Azure architecture, services, and best practices to optimize the deployment of scalable, resilient AI applications.
  • Develop and conduct proof of concept demonstrations to showcase the benefits of AI technologies to users and stakeholders.
  • Lead the adoption and integration of Azure AI services within the customer’s IT landscape to enhance operational efficiency and decision-making capabilities.

Required Skills

  • AI – 102 Certification (Required)
  • AZ – 204 Certification (Required)
  • Strong proficiency in Microsoft Azure, including Azure AI services like Azure Machine Learning, Azure Cognitive Services, and Azure Bot Services.
  • Deep understanding of AI and machine learning concepts, and experience in deploying these solutions in a cloud environment.
  • Proven ability to serve as an IT consultant, advising on Azure cloud platform design, system configurations, and AI application system administration.
  • Experience with federal IT requirements, including System Accreditation and Authorization Process (SA&A), ATO, and Plan of Action and Milestones (POA&Ms).
  • Familiarity with web technologies (ASP.Net, React, Web Services) and database technologies (SQL, MySQL, ETL processes, backup/replication strategies).
  • Knowledge of National Institute of Standards and Technology (NIST) security controls, Governance, Risk Management, and Compliance (GRC) tools, Risk Management Framework (RMF), and security compliance processes.
  • Experience with managing complex system records in the Cyber Security Assessment and Management (CSAM) or comparable system.
  • Effective communication skills to convey complex AI and cloud concepts to both technical and management-level clients.

Experience/Qualifications
  • At least 10 years of IT consulting/industry experience with a significant focus on AI and cloud technologies.
  • Demonstrated experience with Microsoft Azure and AI service implementation is highly preferred.
Education
  • Position requires a BS/BA degree in Computer Science, Engineering, or a related STEM discipline, with a strong preference for advanced certifications in Microsoft Azure and AI technologies.
